Abstract

The tourism sector plays an important role in the needs of the Indonesian State Economy, particularly in
improving the national economy. Especially in reducing unemployment and increasing the productivity of the
country. The tourism sector that is often in the spotlight is the province of Bali with the highest number from
year to year. The business sectors that have experienced a change in the negative investment list include the
tourism sector, the creative economy. In Bali and Labuan Bajo tourist objects were built and developed
apart from by the government and the private sector, they are also managed by the indigenous village
community. the existence of traditional village-based tourism can attract foreign investors or vice versa
require foreign capital which can then be poured in the form of an agreement. However, apart from
globalization, another thing that could lead to the possibility of such an agreement is liberalization in the
investment and tourism sectors. This stems from various international agreements agreed upon by the
Government, such as the liberalization of the ASEAN SUMMIT region in Labuan Bajo. to deal with
this possibility, the Government needs to regulate foreign investment in tourism-based traditional villages
with various levels of policies. The research that examines this article focuses on normative law by linking
law, government actions in the political economy aspect.
